DVD decoders

Yes folks not that old biscuit, but I'm totally bemused here.
I have a Tosh DVD-CD/R combo in my HP Pavillion 5450 notebook. I run Region Killer. I have also run (from Digital Digest) the firmware fix for the drive as installed in my PC, this went through the process okay without any observed problems. I had also purchased to run in conjunction with Windows Media Player 9 a Cineplayer DVD "decoder". However even no when I try and play a DVD its comes up with no decoder found. I have according to Region Killer nothing inhibitting me there, The firmware is fixed. Cineplayer is installed, what else could this be?
Any ideas folks would be appreciated.
