DVD Decoder--where & how?

I've just located a Toshiba SD-C2502 DVD ROM which is compatible with my Dell Latitude laptop. The CD function seems to be OK, but when I insert a DVD I get an error message telling me that there is no DVD decoder installed for Windows 2000. This takes me beyond my competence level--can anyone advise me where I might find the appropriate decoder and how to install it?

I imagine you need a software program to watch a DVD somthing like Win DVD or Power DVD

I've installed Cdivx and it's making all the right noises, but when I try to play my commercial DVD,it opens up my D Drive to a directory called Video_TS which is full of files suffixed .VOB--none of which will play. What am I doing wrong?
