DVD and CD drives misbehaving

I have a Sony DVD R/W and a Phillips CD R/W. Both these gradually started not playing and now I cannot access them at all. They show up ok in Device manager which says "These drives are working normally", but when I try to access a disc I get the message, "Please insert a disc", when there is one in there. The strange thing is I can copy discs from one drive to the other but that is my lot.
I have exhaused hardware problems and searched for some kind of software problem but I am totally lost now. Has anyone any suggestions. I cannot even fool the things!

Uninstall the IDE channel the drives are on then scan for new hardware or reboot.

This will refresh windows drivers for theses drives and also if they have dropped to PIO mode due to reading bad disks, after the reboot windows sholud revert to DMA mode
