Is there any copier programs out there that can make DVD-Audio CD's

Any of the DVD capable writing programs should have no problems, however, you may find problems playing it as none of the CD audio players will be able to read it, you can only use a DVD player and you may find that not of them all can play that format as they are designed to play DVD video rather than audio. You would have no trouble playing it on your computer, of course.

I have a hi fi that has a dvd drive, the problem with my hi fi is it doesn't read CDR discs but can read DVD audio Discs. I use NERO but it doesn't have a option to create a DVD-Audio CD. Just CDR Audio CD's

Try burning a DVD as an audio CD, it should work.
