Can you explain why after downloading several of your free utilities and I attempt to use them, I get the message"File cannot be opened as the format is unknown?"

What is the format that your trying to download?? And what is your version of Windows??

Some download files are not self extracting, so it sounds as if you need an unzipper to open the downloads, try ZipCentral click here

Or you might be saving them without the extension.

ie download.exe is being saved as download etc

You could also try downloading the free version of PowerDesk 5, which incorporates a zip utility, and is a much better file manager than explorer
