Downloader Folder

I have discovered the above folder which I believe my son used before he returned to South Africa. I run Windows 2000. The folder is found under C;\Docs @ Settings\All Users\Aplication Data. I can delete all the files except 2 called gmgr0 and gmgr1. When I try to delete these files I get the message:- Cannot delete sharing violation. File source or destination may be in use. If I delete all the files I can, they appear in my Recycle Bin, but on doing another search they all reappear in the Downloader folder. I have run Spybot and Ad aware but to no avail.

Restart in safe mode and delete from there.......tapping F8 whilst booting usually works.
