Download .Net framework?

Is there any need to download the .Net framework for run-of the-mill computing, oris it just for developers? (MS updates doesn't really explain who needs it.) In the same vein, what about "Core XML services"?

Some applications require these - an example being Norton Ghost. Unless you are desperately short of disk space, I would install them.

It`s used for the Microsoft freebie Paint.Net which is a surprisingly good program for photo- fiddling and such like. By that I mean you can pretend to be an artist too.
