Why does a dongle need SIM?

A dongle uses the 3G mobile network - see answer to previous post.

A mobile broadband dongle is effectively the same as a mobile phone - it needs to identify itself to the network before it can use the service, and for that to happen it must be fitted with a SIM that has a unique identity.
