Do IP address numbers reveal anything?

I have an Email address which goes something like this: abcd @ ghijkl . com and my POP3 and SMTP servers are an octet number starting with 203. I hear that there are different classes or categories of internet numbers. Does 203 mean that it belongs to the second class? If so, what are the implications of this as far as speed etc… are concerned?

Are you on a network? what is your ISP?. As for second class, I have never heard of a second class server. An IP with 203 is used a lot down under (Australia)
