Do desktop shortcuts have to be double-clicked?

Maybe I dreamt it, but isn't there a setting somewhere in Win XP or Tweak UI that makes shortcuts open with one click? I've looked through every option I can find, but can't remember where it might be.

open my computer-tools-folder options.

Click on single click, and apply.

Thanks, fuzzyone. However, I've just tried it and found (as I suspected) that it affects everything. I was thinking of an option which is specific to desktop icons. The current version of Tweak UI doesn't seem to have it, but may have done so in the win 9x version.
