Disk Cleanup Utility Hanging In Windows XP

When I run the Disk Cleanup utility in Windows XP (Home) It starts to run and will eventually cause my PC to hang. If you look at the processor usage in Task Manager when running Disk Cleanup it is constantly showing 100%.
All you can then do is force a reboot. I have tried deleting the file Cleanmgr in the C:\windows\System 32 folder and installing a "clean" version of this file from my laptop but it still does not work.

Can anyone tell me how to get the Disk Clean up utility working again and has anyone any idea what may have caused this to stop working in the first place
