Disable Double Click

I am wanting to disable the double clicking of 'start' - 'programs' on a classic Windows XP start menu. The reason for this is once 'programs' is double clicked it opens up a explorer window which has highlighted some other issues which i don't want to happen again.

Any help/advice gratefully appreciated.

Go to My Computer and click on Tools; Folder Options.

Under 'Click items as follows' you have the option to switch to single click.

I have already tried this, I allows you to single click the folders in my computer etc but you can still double click 'programs' from the start menu....it's really bizzare as group policy block this!
