Difficulty activating windows in XP - advice pleas

A friend has recently bought a new 'puter, running XP. The invitiation to activate windows was deferred whilst internet etc was set up.
Now he wants to activate but the invite no longer comes up.
So, we looked at MS website and found

"To activate Windows XP by using an Internet connection:

Click Start, point to All Programs, point to Accessories, point to System Tools, and then click Activate Windows. "

My friend is so frustrated by the fact that he has done that, step by step ( whilst I told him via the phone ) and there is no Activate Windows option in System Tools
Surely, this should be a constant, shouldn't it? Why the hell should it go away.?
He also cannot find anything in the task bar!!
And he, nor I, know where to find help on this XP system.
In 98SE finding" Help " is so obvious. Windows XP desktop is crap compared with 98SE and has been improved worse.
Can anyone advise re how he now activates Windows,please.
He is willing to phone but cannot find the "toll free" number which I suppose is somewhere on the computer!!
It is an Evesham UK computer.

Try this! - Start > run > Type "oobe/msoobe/a" > then click "O.K."
