Why does some VGA cables only have two rows of pins?

Some are have only 9 pins,for older cards and the newer cards have 15 pins.

When a Netbook is connected to dedicated PC input on a TV is it a better picture than just plain VGA.

It depends on the type of connection to the TV and much more importantly the resolution of the TV and the font size.

It is a Digital TV As above dedicated PC input on the TV Odd Resolution size 1366 x 768

I may be old fashioned but I've never favoured a TV and have always used a monitor. Apparently that it is a 16:9 resolution which is good for TV but perhaps not for text.
