If non then suspect PSU

1st try switch off unplug hold power button for 30 secs reconnect and retry (gets rid of static on main board)

The HDD isn't active.

1. eliminate push button by momentairily shorting the pins on motherboard where button attaches
2. if still no good try another PSU.

It takes nothing to light a LED so probably PSU faulty.

Just had one in with the same snag. Checking on the internet seems to point to a mobo failure (orange light on and fans at full speed - nothing else).
