Deleting files/folders "open in another program" on PC

I have a folder and a subfolder, neither containing any files (and there are no hidden files), which I cannot delete. I have tried setting all permissions to "full", but I cannot unset the "read only" property. I am the only user of these folders (there is one other User Account so that my wife can use the printer). I am the Administrator. I own the machine. I paid for it. I thought I was its Lord and Master, but obviously MS is.

I would like to know what the "other program" is so that I can kill it mercilessly. Does anyone know how to find out?

The OS is Windows 7/64.
