delete program

In one of the PC ADVISOR'S recent news letters which appear at intervals on my computer and which I have inadvertantly deleted there was a delete program which deletes stubborn programs. Can anybody tell me what this program is called as I downloaded it and it works fine but I can't find it on the computer. I like to keep track of where things are on my computer.

Thank you guys for your response. 'Unlocker' looks good but I don' think that that was the prog. I saw. I have done a search and all the computer can find is 'unlocker' in the 'temporary internet files' ie. what I looked at after your reply. This is a mystery :anyway thanks for trying. If you have any other ideas I would be pleased to hear from you.
