What is your Operating System?

Try Diskeeper Lite click here

Windows ME

Try booting into Safe Mode and running defrag from there( press F8 continuously on startup)
this bypasses most of the drivers and should sort you out

Another way to solve this is to stop all programs except explorer - control/alt/delete brings up a box with all background programs, click on each to end task except for explorer. It works fine if you do this.

Download Diskeeper Lite from click here

It is a Freeware defragmentation program that will run in the background, and completes the task more quickly.

40 Gbyte drive in Windows ME defrag every other day with Disk keeper lite

If you have any other progs running Windows defragmenter keeps restarting, and sometimes never finishes. I don't remember ever doing it in less than 40 minutes. Now it takes five or ten minutes at most, and I don't have to stop work to use it.
