For disk defrag, Windows 98 has its own defragment tool. You can launch it from Start Menu -- Programs -- Accessories -- System Tools -- Disk Defragmenter.

For registry defrag, you can find some freeware which does the job. The one I used is Free Registry Defrag from:

As far as I can recall, the earlier Windows defrag utility was a version of Diskkeeper Lite.

As a matter of interest you can get version 9 of Diskeeper Lite. It forms part of Intel's large (89MB) Desktop Utilities package which is available from the Intel site

If you unzip the file you'll find Diskeeper V9 Lite in the folder ../3rdparty/Diskeeper/.
