default location & name for 'save target as...'

hey out there,

something weird is happened; on my pc running windows 2k, when i select 'save target as...' on a link or image, it automatically saves the file to my desktop without asking me where i want to put it.

in addition, it names the file (regardless of what it is) 'pics'. so if i download an html file, it appears on my desktop as 'pics.html' - if i download a pdf, it appears as 'pics.pdf' regardless of what the original file is called.

why is this happening?!

any suggestions would be grand,
