Dead HD?

I've been trying to sort out a problem on a friend's Windows ME PC and failed miserably. The problem was that during the Boot just after "Updating configuration files..." a message appears "Unable to upgrade %1 %2"this repeated itself every couple of seconds. We decided to reinstall Windows but when the Setup got to the restart stage we got exactly the same message. In desperation we tried to fdisk and reformat , but after about 20% the reformat came up with "Not Ready Format abandoned". I'm now assuming we have a defunct HD on our hands but before I spend any of his cash can anyone offer any advice. Scandisk doesn't show any Problems.

Do you have a bootable floppy?

Boot to a:

fdisk /mbr

and see what you come up with.
