creating a hybrid cloud between Openstack and azur

is it possible to create a hyper cloud or intercloud between OpenStack and Azure without using vendors? The purpose is for users from both these clouds to access files and services from the other cloud. The points to be tackled are: Network, Data, Apps and most importantly the security protocol (seeing as these clouds must be different in the security aspect) The data and apps should be easy enough once I've covered the network and security aspect. Is it possible to create this intercloud without third party vendors?
