How can I install WINME on my laptop using an external USB CDROM drive? I am currently running WIN 98 but do not have the upgrade CD for ME.

Maybe i'm missing something but - if you haven't got an ME upgrade cd how do you think you can install it ?

I have the full version of ME which will not allow a simple upgrade from 98 without a reformat or new partition etc.

You should be able to use your ME cd to upgrade from W98. Try setting your laptop to boot from your cd drive, then rebooting with the cd in. You should be able to run setup from there.
