CPU usage is pegged at 100%

My pc is a new compaq SR1629. However cpu usage is very high and the 3.06 processor is having problems keeping up with simple word processing tasks.
I'm using norton internet security 2006 fully updated, all xp updates and patches applied, and ad aware SE updated. The system has been scanned and proclaimed clean. No device conflicts are apparent.
Process causing the problem is said to be System. By all indications, this is a genuine process so i'm stumped as to why it's causing this behaviour.

Chech you havent got anything in the print queue that caused one of the pcs on my network to have the CPU at 100%

the only process with anything other than 0 is system with 100%
no items present in print queue. spoolsv.exe process is OK

the process just as i said is system NOT system idle process.
system idle process = 0%
system = 99%
this is constant. behaviour is sluggish. clean install done 2days ago. all drivers up to date.

I think it May be NORTON. You could try disable NORTON in MSCONFIG from Run Box go to Startup Tab and remove all Ticks for Symantec or Norton. keep of the Net while testing

i only installed norton yesterday

start again.

clean install xp and see whats happenning - dont logon to net!

then install norton and see what happenning.

ALSO i seem to remember a virus that pegged cpu at 100%. did you logon to net before you installed norton? average time to get infected is 28 minutes.

i have narrowed problem to ATI Radeon x300 driver.
I have done clean install and all drivers except ATI Graphics card installed. I'm running on basic driver set.
problem now is that system reboots when i attempt shutdown and ALL posted solutions have failed to solve the problem.
