I will start off with the intel I7 - 2600 - 3.4ghz. 4 cores / 8 threads. does it still mean its a3.4 Ghz cpu or is it 4 x 3.4?

I have a system with 2x 3.6ghz ( 2 cpu's - not dual core ) does that mean i have 7.2 ghz?

Essentially to get more processing power from a cpu you make it work faster (up the speed Hz) but this produces more heat so to get round the problem you add a second one or third or forth in parallel and run them at a slower speed.

Much above 4GHz a single core processor runs too hot two cores running at 2G will have same processing power.

Each of your cores is running at 3.4Ghz however the software needs to be written correctly to be able to access the extra cores
