CPU fault.

An error has appeared in the last few days.
If i have 3 internet sites up and running the computer comes to a dead stop.
When checking the CPU performance (Cntrl/Alt/Del)
it is running at 100% but in idle.
Yesterday i decided to remove all the dust from inside and found that the heatsink was not fully sited on the CPU.
This was because one corner of one of the locking arm struts is broken and therefore the heatsink is not fully covering the CPU.
Could this be the cause of the CPU failing or do i have two problems?

ONLY ONE!!! overheating you will need to replace the heatsink and fan for your CPU..

CPU system idle process at 99% is perfectly normal....
