CPU fan is too Slow/low

My friend recently asked his friend to store his PC for him while he was moving,he found out afterwards that he stored in in his shed in the garden!Now when he boots up the PC he gets a message saying CPU fan is too slow or low(he's not sure!),could this be caused by moisture in the CPU.Any help would be appreciated.

PC's dont like damp places. There may be moisture in several of the key components.
Try taking the case cover off and looking at the fan as the system powers up. If there has been any moisture introduced, it may have found its way into the fan bearings. If it is slow, take it off and give the bearings a squirt of silicon lube, or replace altogether.
