Couple of Questions on PC Cleanup & Maintenance

I've been cleaning up an old desktop machine so someone else can use it (my husband) and I've got a couple of questions:
1. The main drive is partitioned so the C drive is 20GB and 15GB is used up with 8GB of that being photos. The F drive partition is also 20GB but only 2GB is used - would it help the running of the PC to move all the photos & free up the C drive a bit more (I've run CCleaner etc and got rid of all the unneeded stuff).Its a Pentium 4 1500MHz with 896MB RAM.
2. When I ran the error checking tool on the C drive I got a message that said 'Windows was unable to complete the disk check' after it had been through phase 1 & 2 - any idea what this means and is it a cause for concern?

...If you've less than 5Gig on c: the O/S will be struggling.

Thanks martjc - it certainly won't do any harm to move the photos anyway & see what happens
