Copying files from one laptop to another

I'm getting a new laptop (Windows XP) and want to transfer key files from my old one (also XP). If I backed those files onto an external drive using Nero back-up, is it a simple matter then to transfer the backed up files to the new laptop once I've installed Nero software? Or is it easier to transfer using a cable (if so which type) between the two and just do everything?

Is it also possible to transfer downloaded programs to the new laptop?

It should work OK for files.
