Cooms Ports In Use?

Since re-installing XP Home, my modem has installed onto COM 5. When I try to change it back to COM 3 it shows COMMS 1,2,3, & 4 as "In Use". As I have nothing attached to these ports, but wish to use COMMS 1 & 2 to attach a serial I/R device, and my mobile phone connection I need to find out what is using these ports. I have searched Device Manager and System Information to no avail, and also tried deleting the ports from Device Manager but on reboot the ports are again shown as "in use". Has anybody any ideas as to how I can find out how what is using these ports, or how to reclaim them.
