My computer has two cooling fans fitted one inside and one visable at top of tower case at back, I was not aware the top one had stopped, is there such a thing as a warning device or does one have to check every so often?

The one fitted at the top rear is probably part of your power supply unit (PSU).

Some fans pick up power direct from the motherboard, these sometimes have an alarm set in the BIOS if they stop turning. Fans that get power from the PSU or are fitted in the PSU itself don't, so without rewiring it's a case of checking every now and again.
You can get alarm devices click here to wire in, but you'd probably also need to change the fans to ones with speed sensors and three core cables. Not too hard with case fans, but trying to dissect a PSU, change the fan, fit the sensor in the PSU box and then reassembling it, is a really bad idea unless you know exactly what you're doing.
