I'm not familiar with Fireworks but can't you use something else to convert it? You could even open the jpeg in MS Paint and the save it as a gif.

Since this is your second time of asking I have looked again at my largely unused copy of Fireworks 2004. Other versions may be the same but I haven't used them so can't be sure. Open your Jpeg and go to File, Export Preview. You can now choose GIF from the 'Format' box on the 'Options' tab then click 'Export' and choose a filename and 'Save'.

If you have several Jpegs to convert you can set up a Batch job using 'Batch Process'. You will find instructions for this in the Help file under Batch.
