Right click Start button, Properties. Customize button, Advanced tab. Control Panel: tick Display as link or Display as menu.

It could be that the option has been changed. To check: go into Control Panel/Taskbar and Start Menu.
Click on the Start Menu tab then Customize button.
Advance tab and then check 'Display as a link' or 'Display as a menu'.
