Control panel bug

Several of the applets in control panel refuse to run. Both "Add or remove programs" and "Set program access and defaults" just show a blank window for a second or so before disappearing with no error message. Also system restore can find restore points but fails to restore them. There appears to be no malware on the system according to Norton 2008 (Full update).
System is XP Home on a Compaq Pressario desktop, again with full updates.
Any suggestions welcomed before I start restoring earlier images or totally rebuilding

Switch off Norton before you do a system restore.or try it in safe mode.

It's not the lack of system restore that was bugging me, it was that something had hidden the list of installed programs from the removal utility: that could have been signs of an unwanted malicious program.
After poking round a bit I re-loaded an image I took last week (Lucky??) and all was well. Of course I had to re-do the recent updates, but all I lost was an unfinished document and a few minor e-mails
