=CONCATENATE and Excel 97

Going mad as per usual!! Trying to =CONCATENATE a date and a %. But when I select the date to =CONCATENATE it is formating it into a number format. Is there anyway to stop this as putting a "'" infront of the date works, but I am trying to do a macro and the dates are never the same.

Convert the date and percentage to text first, ie:

=CONCATENATE(TEXT(A1,"dd/mm/yy")," ",TEXT(B1,"0.00%"))

If the date is in A1 and the percentage is in B1, it returns the result 27/09/04 10.00%.
