it sounds like it could possible be a motherboard or a power supply failure. That is just from my experiance, as i have dealt with computers with similar problem.

motherboard failure, PSU failure?

With those the machine won't turn on not off.

It's a process hanging at the shutdown command most likely... anything newly installed or removed??

Has he tried a system restore?

Is the system clean, no virus or spyware?

Just to inform you i have come across a computer where it woudnt switch off due to a motherboard problem, maybe its a one off then but thats just the way i took it.
