Computer won't shut down

I can't shut down my Toshiba laptop without switching off the power. I get a rectangular screen with narrow black and white vertical stripes that stays as long as the power is on. When I try to reboot I get a message that because Windows (98) was not properly shut down Scandisk is now searching for errors. This takes hours and during this time there is a sound like a creaky slow-running disk. Anyone have any ideas, please?

Some things to try,

Disable any windows shutdown sound.

Disable the fast shutdown from run-msconfig and I think it's advanced. You can also disable scandisk from here.
