Computer Shutdown Problem

After installing WinMe over Win95, I am having trouble shutting the computer down. Before the message 'it is safe to shutdown the computer' appears, the monitor goes black, but the computer still runs. The only way of shutting the computer down is by turning off the on/off switch at the back of the tower. I have been through WinME shutdown troubleshooter, but no luck. I have unsinstalled WinMe and reinstalled Win95 and the problem is no longer. Before installing WinME I uninstalled all AntiVirus software. I have 18.5Gb HD (2Gb used), AMD Duron 600MHz CPU, 256Mb RAM, ATX.
Please, can anybody help.
