Computer locking + power fluctation

I am running XP Pro and in the last week or so, it started locking up, generally when I am editing music or Video.

On 3 Jan 2014 my readings were:

None of my settings have changed, but by using SIW.exe (System Information Windows) a diagnostic program , I found that the CPU core voltage (+12v) was running at +11.02 and -13.7, while the 5v system was running at +4.5 and -6.3.

However today everything is back within tolerance and working OK.- that is withing 0.5% of correct.

If you have a problem with locking up, try checking on two or more periods as it be something outside your control (i.e. external power supply)before buying new equipment.
