Computer Hanging - Not responding

Hi

I am running a Dell Dimension 2400, 40gb HDD (20gb free), 2 gig ram with XP SP2.

When I access programs I get an annoying delay while the top bar goes blank for anything up to a minute. If I press any key during this time I get "Not Responding" appear. After this delay everything then works okay. This happens everytime I load a program and each time I access or edit something. I have increased the ram from 768mb to 2 gig and have run Norton IS 2010, CCleaner, A2squared, Malaware Bytes & Superantispyware but these have found nothing untoward on the system. Any ideas/advice?

Try Taskmanager to see what is using up the CPU.
Make sure Norton is not doing a full scan at start up.also A Squared.

Try Command prompt and type in ipconfig /flushdns and press enter.it should tell you that the DNS cache has been flushed if so reboot and see if it makes any difference.
