just wonderin, when u go on properties for a program, then go on compatibility, then go on 'run this program in compatibility mode for-', does it mean run a program that u can't run on ur current comp?

It generally means that a program made initially for an earlier Windows, like 98, 98SE ME etc may possibly run in a later version of Windows.

oh right, so say like i was 2 play age of empires 3 on my windows vista, would i be able to play it by changin the compatibility to windows xp?

Possibly - though I have never used Compatibility Mode myself, I would expect that there are some games/programs that in fact would not work. However, that is the general idea behind Compatibility Mode. The way to find out is, to try it.
