Compaq boot problem

I have put a new hard drive into a Compaq Deskpro 4000 (Pentium 166 MMX) and installed Windows 98 SE but find that it will not load Windows at the first attempt when switched on. After a long wait for the disk fail error message I find that when I contol alt delete it will then happily load Windows. I have put the Compaq diagnostic and set up programs into the special partition on the HDD but does anyone know whether something further needs to be installed to enable it to load windows normally please?

it sounds as though the drive has not been set to be the main boot device and therefore has to wait while all other longwinded routes are followed. Have a look in the bios and check that the hard disk is first boot device.
