Colouring b & w photos

Is there a program that will allow you to scan black and white photos, and then colour them yourself, after the fashion of colorization of movies?

Yes, they are called Photoshop or Paint Shop pro which cost money or 'The gimp' which is free click here

Also, it is easier with a graphics pad and stylus rather than a mouse.
