Clipboard save as Files with .clp extensions

File menu
Save As files with .clp extensions are associated
with c:\windows\Clipbrd.exe.
When ever I double-click the .clp file, it opens
the Clipboard Viewer blank. It does not show/list
the contents of .clp file. I have to use the
open command form the Titlebar Menu.
File > Open > Yes(to clear).
This is in WinMe as well as in Windows98se.

I'm not sure that clipbrd.exe is meant to function as you expect.

If you copy something then go to Start, Programs, Accessories, Systems Tools, Clipboard viewer then it should display the last thing that you copy.

Do you mean to that there is NO WAY to open
the .clp direct by double-clicking it. The last
saved file is there, I am trying to open a new
file. As a rule .doc file will open in Word
.txt file will open in notepad an so o

It isn't meant to open a new file. It is meant to display the last thing that you saved to the clipboard.
