Right click on an empty space on your desktop >click properties>Appearance>Advanced. From the dropdown "Item" select the relevent item to change etc. Hope this is what you were looking for?

Thanks Jakey boy but when I select Icon it wont let me change the colour of the text.

This one has been bugging me for a while as well,I did find a small program which was supposed to do it for you but it didn't work for me,if I can track it down I'll post it here you never know it might work for you. Here is a Microsoft article and it looks like you can't do it.There could be a registry tweak that someone might know about,if they do please post it .

Just tried it and it does work, but (why is there always a but)to change the colours of the desktop
fonts you have to have the use drop shadows under them unchecked under visual effects. But you can always changed the background colour to match your wallpaper and still have any font colour you want.
