Windows Media Player 9 will do it as will lots of other software; iTunes from Apple is my favourite for orgaining my music library.

I've used dbPowerAmp Music Converter - free download (click here). There are some other dbPowerAmp programs there too - all free. I found it to be quicker than I imagined, since never having converted CDs to MP3s.
