CDROM Light constantly on and drivers not loading

Any help would be really appreciated.

I got an old Toshiba 480 Satellite 480 CDT notebook. It had win 98 SE on it and all was working fine including the CD Rom.

I attempted to load Win XP and formatted the HDD in the process. I now cannot load anything due to the CD ROM not being recognised/found on the boot up. My friend has been attempting to load the drivers within DOS however the problem remains. The CD Rom light remains constantly on. We would like to load Win ME now as it would probably suit the laptop better. It is for my daughter to access the internet and schoolwork only.

Any help would be much appreciated.

I presume you have a working floppy drive. You need a BootDisk click here and follow the instructions click here Scroll down and read about starting with one floppy.
