CD writing speed dropped after installing new disc

I have a 1 mhtz system running WinXP it has 256MB memory with 80 GB Western digital disc (master on first IDE) and an AOPEN CD writer (52x)and a LG DVD rom on second IDE

I used to be able to write CD's at 12x until recently

Now I cannot even do it cleanly at 4x

One thing I have done recently is install a new second disc drive (Maxtor 80 GB)

Any ideas

Is the new HDD on the primary or secondary IDE ? Have you changed any software or drivers that the drive may use ?

The new drive is slave on primary IDE

so I have two DH's on the primary and a DVD-rom and a CD-RW on the secondary

I have not knowingly changed any drivers

I also seem to be having a new problem with my mouse ( a cordless USB mouse) - sometimes it almost develops a life of its own - jumping all over the place (not where i point is) and clicking itself - often starting programs I dont want !!

some hd 's cannot share same ide connection
western digital and quantum for example
try fitting slave hd on to 2dn ide and put dvd as salve on primary...mouse might ned cleaning
