I'm sure that was a setting in Windows 95 for Accessibility.

Try looking in start\programs\accessories\accessibility.

I've looking in 98 and XP and cannot find anything similar.

In Win98 sounds for Caps lock is part of Togglekeys. You need to have Acessibility options installed from 'Windows set up'in Add/Remove programmes.
You can open the Accessibility Properties dialog box by clicking Start, pointing to Settings, clicking Control Panel, and then double-clicking Accessibility Options.
You can change settings for ToggleKeys by clicking Settings.
If the Use shortcut check box in the Settings for ToggleKeys dialog box is selected, you can turn on and turn off ToggleKeys by holding down the NUM LOCK key for five seconds.

Press the shift key 8 times and you get the option of setting an audio signal when you hit the caps lock.
