Technotiger

I have administrator rights, but still no joy.

Don't know where access control is, or anything about it.
New one on me.

Not got a clue, click here something stopping you,I take it you have Internet Explorer set as your main Internet Default Browser,Try switching your Firewall and Anti-Virus off, See If that helps,I understand it can be dissabled with Spybot,But I am sure that you have tried all those.

Tried the solutions suggested, but still not working.

Installed IE7 again, still doesn't work.

Firefox is ok, so have to use that. till I find a solution.

I normally do use Firefox, but for windows updates, IE usually opens by default, as Microsoft doesn't like other browsers.
